“The successes are evident – reconstruction of basic infrastructure, restarting of services for the public such as schools, health care and pensions, provision of basic civil documents, a growing professional local police and judiciary, three successful elections and the establishment of municipal and central level self-government bodies,” Assistant Secretary-General for Peacekeeping Operations Hédi Annabi told the Council, which met to consider the situation in Kosovo.In his open briefing, Mr. Annabi noted the remaining challenges, including freedom of movement, meaningful minority participation and the return of displaced minorities to Kosovo. The development of local bodies and dialogue between Belgrade and Pristina is also a major concern, he added.”The fact that we still have some way to go was highlighted in the most horrific way recently – with the tragic murder of three Kosovo Serb residents in Obilic Municipality on 4 June,” Mr. Annabi said of the 80-year-old man, his 78-year-old wife and their 53-year-old son who were beaten to death with a blunt instrument.He said the UN Interim Administration Mission in Kosovo (UNMIK) had taken a number of concrete steps to find and bring to justice the perpetrators of that heinous crime. Representatives of Kosovo’s Provisional Institutions – Assembly, Government and President, and Kosovo Albanian and Kosovo Serb political leaders had also condemned the murders and additional security measures had subsequently been put in place, including police patrols.Though UNMIK has seen many successes in Kosovo in the last four years, political pressure on the mission has increased, with attempts to challenge its role, Mr. Annabi noted. Michael Carney, who knew Mr Rhodes for around 40 years, had kept a bedside vigil at King’s College Hospital.The 74-year-old neighbour said: “My wife and my two girls went up there and were with him until he died, playing him music. He liked Queen and that.”He added: “He had no one. You can’t have someone dying on their own.”He said he could not make any sense of what happened.Mr Carney added: “What harm did he ever do to anyone? He was the nicest man you ever met.” Mr Williams said he had been told by neighbours who went to see him before he died that Mr Rhodes was attending the hospital and may have been coming from or going to a bus stop nearby when he was hit.He said: “I’ve been told he was at the hospital, St Thomas’, and he went by public transport and he was apparently crossing the bridge when this car hit him.”As I say, I’ve been told he was hit in the midriff. Police said the man was receiving medical treatment and the decision was made to withdraw life support.There were calls for Pc Keith Palmer, 48, who was stabbed to death on the Parliamentary estate, to be posthumously awarded for his heroism. Islamic State of Iraq and the Levant claimed responsibility for the attack, saying Masood was a “soldier of the Islamic State” but no other link between the killer and Isil has been established.Police and the security services now face serious questions about what they previously knew about the British Muslim convert, who had a string of criminal convictions for assault and had spent time in jail. Apparently anticipating criticism, Theresa May announced in the Commons that Masood was known to MI5 but insisted he was a “peripheral figure” in an investigation “some years ago” and was “not part of the current intelligence picture”. He was charged in 2003 with grievous bodily harm, when aged 39, after being accused of stabbing a 22-year-old man in the nose in an incident in Eastbourne.The victim was left with serious facial injuries and needing cosmetic surgery. Elms, who was living in the Sussex seaside town at the time, was also facing two charges of possessing an offensive weapon, namely a knife and a baton, and is understood to have been jailed for the offences.Two of his victims were on Thursday identified as mother of two Aysha Frade, a 43-year-old teacher, and American Kurt Cochran, 54, who was in London celebrating his silver wedding anniversary with his wife. The death toll from Masood’s murderous assault on the capital rose again on Thursday when Mr Rhodes – a retired window-cleaner, who is believed to have been visiting a nearby hospital when he was killed – became the fourth innocent victim to die. He noted however that the list of names would not be made public as the individuals will be summoned to provide explanations. “Some of the cases might involve health problems or relatives making legal and normal commercial exchanges,” he said.Earlier, addressing a cabinet meeting, Venizelos had told fellow ministers that there are several public figures among the Greeks who transferred a total of 16 billion euros abroad over the last two years. Two men were robbed at gunpoint of the car they were in while at a Mountain View neighborhood grocery store, according to Vancouver police. Officers responded to Safeway, 13719 S.E. Mill Plain Blvd., at about 12:45 a.m. Wednesday for a reported robbery, Vancouver Police Department spokeswoman Kim Kapp said. The two men were sitting inside a Honda Civic when they were approached by a man with a gun, Kapp said. The man pointed his gun into the car, demanded the men get out and drove away, Kapp said. WASHINGTON — President-elect Donald Trump moved closer to nominating Exxon Mobil CEO Rex Tillerson as his secretary of state Saturday, meeting privately with the business leader for the second time in a week. Trump’s transition team cautioned that no announcement was expected over the weekend. Trump has privately signaled that he plans to tap Tillerson for the powerful Cabinet post, but had not formally offered him the job as of Saturday afternoon, according to people who have spoken with Trump and his transition team. Some advisers worry that Tillerson’s ties to Russia would lead to a contentious Senate confirmation hearing and keep alive questions about Trump’s own relationship with Moscow. The CIA has assessed with “high confidence” that Russia sought to influence the U.S. election on behalf of Trump, who spoke throughout the campaign about improving Washington’s relationship with Moscow. Tillerson rose to prominence through Exxon’s Russian energy business and was awarded Russia’s Order of Friendship. The president-elect’s deliberations over his pick to lead the State Department — particularly his consideration of Mitt Romney for the post — have exposed anew the deep rivalries within Trump’s team. Campaign manager Kellyanne Conway warned publicly that Trump supporters would feel betrayed if he were to choose a fierce rival for the post, especially given that some loyal allies — most notably former New York City Mayor Rudy Giuliani — also wanted the job. It’s the southern-most tide water glacier in the northern hemisphere and scientists have been studying it to give them a better idea of glacial retreat and sea level rise around the world. There is a lot more planned for this May. But to get close to the glacier, which is constantly calving, a team of scientists is relying on unmanned, remote controlled kayaks.Listen nowOn the flat gravel surface of Petersburg’s drive down dock, two bright yellow plastic kayaks are propped up on makeshift tables. These kayaks don’t look like ones you see around here. They’re shorter and wider and they have a bunch of equipment attached to them. They also have a science-y name, “Robotic Oceanographic Surface Sampler”, or ROSS for short.Leaning into one of the cockpits is June Marion. She’s a petite brunette with her hair in a bun and the principal engineer for the project.“This is a little joy stick, it’s designed to be driven around by recreational fishermen,” Marion said.Computer programmer, Jasmine Nahorniak, explains that she and Dylan Winters are working on laptops set up to control the kayaks. (Photo/Angela Denning)But these kayaks have been completely tweaked by Marion and an ocean robotics team from Oregon State University. Five of those scientists are working here today. They control the kayaks by laptop computer up to a few miles away. The boats are customized with a keel, antennas, lights and boxes of computer chips and wires.“We can control it with a radio controller or with way point navigation so just clicking on points on a map and it will go there,” Marion said, “which is pretty cool.”You can even start the engine by a computer, which programmer, Jasmine Nahorniak does from a table on the other side of the dock.“Yeah, it’s a little one-cylinder Subaru Robin engine,” Marion said. “It’s about seven horse power and we go with all of our instrumentation inside the kayak about three or four knots through the water. If they’re not loaded down they can go about 20 knots, I think.”But these kayaks are packed with high tech equipment. Fully loaded they weigh between three and four hundred pounds.“All of the electronics, all the batteries, this is an electronic fishing reel that we use as a profiling winch,” Marion said.The profiling winch drops an instrument down into the water using a line running out from a metal A-frame over the top of the kayak.“And then we can let a couple hundred meters of line go down and the instrument will profile the whole way down,” Marion said. “We’re taking measurements six times a second, I think.”They are looking at things like salinity, temperature and depth. That’s all in the back of the kayak. In the middle, other equipment measures water velocity.“So, we use all of that information together to try to understand how the ocean contributes to melting from below in addition to atmospheric conditions melting glaciers from above,” Marion said.The robotics team has been spending the last four days here at the dock to get the kayaks sea worthy. A whole other team of ocean scientists postponed their trip to Petersburg until May because there was too much ice in LeConte Bay. It’s part of a multi-year project to study how fast the glacier is retreating, specifically looking at the cold sub-glacial discharge sucking in the warmer water from the deep ocean.Over at the other kayak two robotics science students are working on the navigation. It’s got a whole computer, a bunch of different electronics,” McComb said. “For the autonomy part of it we took the same chip that goes in a drone. There’s a whole bunch of custom stuff we did to it but it allows it to just drive these boats around completely by themselves.”Right now the kayaks are programmed to do what the scientists say. That’s all that’s required for the Leconte project this spring. But there’s always a new technological challenge around the corner. For McComb, that means getting the kayaks to make decisions.“Like intelligently,” McComb said.“For instance,” Marion added, “there’s an iceberg up ahead…don’t smash into it. Turn left or turn right or something like that.”“Or find interesting facets in the water that we want to study and find more information but completely by themselves,” McComb said. “Just like real time analysis of the data and the things that are interesting and swarm towards them.”Swarm towards them. That’s the future.But for now, the safety net that the kayaks provide is what’s important. Glaciers are calving all the time. And right near the surface…that’s where the data is that scientists need.“It’s really scary up there, so we send these guys out,” Marion said, pointing to the kayaks. “And if a big calving event were to happen and an ice berg fell on our kayak, you know, we would hope that we could get it back to get the data back. But all in all we lose our instruments and no life. No human life.”The LeConte Research is funded by the National Science Foundation and the Office of Naval Research. read more

Things didn’t go so well for the first planned rollout for Google’s Project Ara phones. They’re ready to give it another go, however, and you’ll be able to get your first modular phone from the Big G very soon.Google’s ATAP (Advanced Technology and Projects) group excitedly showed off their latest Project Ara hardware at I/O 2016. It’s no longer an ATAP project, of course. Project Ara has graduated and is about to make its way outside Google’s campus. but how soon will that happen?Developer units are scheduled to begin shipping this fall. That should give people plenty of time to create interesting Project Ara modules and experiences before the consumer version rolls out sometime in 2017. On the first Ara phones, there will be slots for six modules. One particularly neat module they showed off today: a small e-Ink display that lets you see widget-style info on the back of your phone.The new Ara prototype has come a long way. For starters, it seems to have fixed that annoying little issue where the modules popped out if you happened to drop the phone. Google also made a rather amazing tweak to the module-swapping process: you can now say “Okay Google, eject the camera” and Ara will disable the device and then pop one side loose so that you can remove it completely.You can almost hear her singing “AH ZABENYA!”Just think, the next time you upgrade your phone could be the last time you ever upgrade your entire phone in one shot. Once you have a Project Ara device, you’ll be able to upgrade individual modules whenever one component dies or no longer meets your needs. read more

Hoegaarden and Leffe. It’s a huge player in the market as a multinational drinks company, and as Reuters reports, it felt the need to protect itself from attack. The company’s solution is to setup a dedicated cybersecurity unit in Israel, which is widely viewed as a leader in online security and threat detection.Luis Veronesi, AB InBev’s vice president of global security and compliance, explained that, “With increasing digitalization, we have to be prepared to defend against anything coming.” The cybersecurity office is located in Tel Aviv and will be fully-focused on discovering potential attacks against the company before they happen as well as analyzing any threats.The move to protect itself online isn’t without cause. Veronesi admits the company is already facing regular attacks that are either attempting to disrupt operations or force the company to pay up, suggesting ransomware remains a big threat for businesses.Locating the team in Israel makes sense when you consider AB Inbev already operates there after acquiring Israel-based startup Weissberger last year. Weissbeerger collects data in real-time regarding beer consumption at the point of sale using the internet.
