Ajay Vir Jakhar | Published: September 19 2013 12:18 am Related News Access to banking services remains a problem for small and marginal farmers A new governor has taken charge of the RBI at a time when farmers are threatened on a scale without precedent in independent Indias history Agricultural growth is pivotal to any strategy to reduce hunger and poverty The fact that it is suffering is also evident from the fact that food inflation is at a three-year high and supply is unable to keep up with the rising demand Any strategy to rectify this problem must focus heavily on creating easy access to cheap credit for small and marginal farmers R Ramkumarassociate professor at TISShas studied rural credit extensively and observed that the acceptance of a majority of the recommendations of the Narasimham Committee on Banking Sector Reforms resulted in diluting priority sector lending norms This led to a large-scale closure of rural bank branches and skewed credit deployment A lot that had been achievedover several yearswith respect to rural credit was reversed after the 1991 liberalisation by the then finance minister The rate of growth of agricultural credit fell from 68 per cent to a meagre 26 per cent per annum between 1991 and 2001 Agricultural credit grew even slower than the rural population during this period In 2004Prime Minister Manmohan Singh declared the governments intention to double the flow of credit to agriculture over a period of three years If the government had managed to achieve thisIndia would not be facing the crisis of agricultural growth and productivity that it is today According to official figuresagricultural credit dispersal increased from Rs 51229 crore in 2002 to Rs 510728 crore in 2011-2012 Agricultural credit grew by 176 per cent per annum during this period Howeverover 60 per cent of poor farmers in the country still have no access to institutional creditin spite of the governments aggressive expansion Broadly speakingagricultural finance comprises loans provided directly to cultivatorsknown as direct financeand credit given to institutions that are supposed to support agricultural production in rural areasknown as indirect finance The so-called growth of agricultural credit was the outcome of a series of definitional changeswhich have been put into effect since the beginning of financial liberalisation Of the total increase in credit supply between 2000 and 2011about 33 per cent was contributed by indirect financeup from 18 per cent in 1990 It is preposterous that the expansion of credit is thus publicisedwhen in fact the proportion of advances with a credit limit of less than Rs 2 lakh declined from 826 per cent in 1990 to 443 per cent in 2010 A loan above Rs 2 lakh can scarcely be termed as one to a small or marginal farmer Even though such farmers comprise 80 per cent of the agricultural populationthey only got 571 per cent of the total institutional credit in 2011-12 On the other handthe percentage of advances with a credit limit above Rs 10 crore increased sharplyfrom 13 per cent in 1990 to 204 per cent in 2010 This category accounted for all the growth in indirect finance Even in the direct finance categoryloans up to a credit limit of more than Rs 1 crore grew rapidly The disparity in terms of access to banking services has widened For instancebetween 1997 and 2006Dalit and Adivasi womens share of total bank credit seems to have declined from 48 per cent to just 13 per cent It has not helped that rural cooperative banks have not been able or allowed to compete with commercial banks For examplein my villagefarmers who took loans directly from cooperative banks are not entitled to interest subventionas farmers who got credit from commercial banks are Unfortunatelyin 2011about one-third of total agricultural credit and one-fourth of direct agricultural credit were outstanding in urban areas Farmers who were living in cities got more credit than those living in the rural areas of West BengalBiharOrissaUttar Pradesh and Jharkhand put togetherin 2009 The RBI seriously needs to investigate this lack of credit Gujarat to be categorised as organised crime Also the question arises whether the state government has tested the existing laws to prevent crime… The important points of the proposed law that have emerged indicate that the government wants to make its powers so wideranging as to ensure curbing the independence and rights of the person…” Iran deal Sahafat in its April 6 editorial writes: “The understanding… between Iran and six big powers regarding nuclear energy has caused great worry to the Israeli prime minister Benjamin Netanyahu who considers it a danger to the existence of Israel Why is it so This question can be answered only by him But the fact is that there are a number of Muslim countries… but none of them has ever produced a nuclear weapon Nor is there any possibility of this happening… America knows that Iran is not making nuclear bombs because if there is a war all development plans would go haywire But it wants to consistently exert pressure so that Iran does not move towards making nuclear weapons” Daawat in its April 7 editorial writes: “Despite Israel’s stiff opposition to such on understanding… these countries succeeded in reaching an accord Obviously it is a conditional agreement… One should remember that the rich countries of the Gulf too were opposed to such an accord… They considered Iran a danger… and they did not want Iran to develop nuclear capability… Now the Muslim world is divided into two camps — Shias and Sunnis — and Iran leads the Shia camp In this situation what is the real motive of generosity to Iran Is all this being done
